Across
the state, funding is being cut for programs that support the
low-income elderly, homeless, those seeking substance abuse treatment
and people who need mental health care. Further, the environment
is being ignored. The most vulnerable people and locations in
this state are being damaged in order to maintain tax rates that
favor the richest citizens and corporations in California.
The
state now taxes the bottom 20% of income-earners at a 57% higher
rate than the most wealthy—that is the top 1% of income earners—in
the State.
As
Governor, I would design a fairer tax system. A fair system would
actually increase tax revenues by about $10 billion by simply
requiring the richest 5% of Californians to pay the same tax rate
as the poorest 20% already pay.
